I got to admit, I am not familiar with the production or effects in this genre, so this review may be less objective.
While giving you some control this plugin does some really crazy stuff. But is not a normal delay.
I’d guess it’s main purpose is rather the artistic stuff than a natural impression.

More an effect than a general use plugin. Seems to be very specific. Your assessment might differ if you have a more electronic background.
Most of the time the load is <1% (~0,2-0,5%) but in some settings it jumps (slightly) above 1%. Nothing to worry about.
Personal opinion: it depends
I do not think I’ll ever have use for this VST. But this may be exactly this one freaky sound you were looking for.
